In this case you can proceed by the visible line clearance along with wash water report. .

Yes we are planning to commence production and due to marketing requirement, the worst case product will not be there for immediate plann, can we proceed with the worst case amognst the planned products and then include the worst case latter.

Yes, you may identify and select the worst case of planned products by taking clv worst case criteria (solubility, toxicity and threupatic class).
