That’s a rather huge subject and such a discussion wouldn’t be well suited to a discussion board. This site has some resources you could purchase to provide a framework.
As far as the risk aspect goes, you can use risk analysis to scope the validation. High risk = thorough validation; low risk = nominal validation.
