Code vs. Standard - What are the differences?

What is the difference between the term code and standard.

Both are collections of rules and procedures but:

“Code” usually implies legally binding… Code of Federal Regulations, Traffic code, fire codes, etc.

“Standard” usually implies a voluntary model… like ISO9000 et al.

Exactly as defined above:

“Code” are made by Government
and
"Standards" are made by voluntary organizations.
