Is it necessary to run risk assessment before using non-standard method e.g. to check homogeneity?

For instance:
We produce ointment containing ethereal oils, camphor and some other ingredients.
In order to blend the ingredients, we dissolve the camphor in the ethereal oils (before blending them with the rest).

So - we can assume that:

  1. if the content of camphor is homogeneous, than the content of ethereal oils is homogeneous, too. --> 2. we can omit checking the oils content.
