It depends whether these utilities are effecting product quality or not. Usually compressed air and chiller do effect the product one way or another.
I remember I had to perform a complete validation of compressed air (CA) system in my previous organization as we were facing problems with dry syrup. The critical point to be checked in CA is the absence/presence of moisture and oil. These were then removed by subsequent dryers and filters.
Regarding the chiller, yes, as its part of the HVAC system.
