From my experience my best advice would be to talk to someone who has implemented a COTS validation before, learn from their experiences and best practices.

Also another great resource is the ISPE.org, join their organisation they have loads of great white papers on COTS validation.

I am also in the process of writing an article on COTs validation so which I will be releasing soon to our members.
