Can we differentiate the role of HR and QA in connection with the HOD regarding training and/or seminar responsibilities.

The only expectation is, like ANY role, that the person (or persons) are qualified to perform their job. If someone is delivering GMP training, it would be expected that they have sufficient expertise in GMP to deliver the material. If someone unfamiliar with GMP is just clicking through a slide-show, the training will not be effective.
